Does Incognito/Private Browsing bypass the filter?
No. Incognito (Private Browsing) does not bypass the filter.
Incognito mode only prevents the browser from saving browsing history, cookies, and form data locally on the device. It does not change how internet traffic is filtered.
The filter operates at the device and network level, meaning all internet traffic is inspected before it reaches the browser.
Because of this:

Websites are filtered the same way in normal browsing and Incognito mode.

Blocked websites or content will remain blocked in Incognito.

Filtering rules and protection levels continue to apply normally.
Important
If you believe inappropriate content was accessible while using Incognito mode, the issue is not related to Incognito itself.
